Bolivar Peninsula Special Utility District

Update on Water System for December 23, 2008

BOIL WATER NOTIFICATION

Residents of the entire Peninsula are under a boil water notification until further notice. Once the boil water is

lifted, residents will be notified on the website, by postings in town, and through the media.

BILLING

All customers that have water service restored to their homes and/or businesses will be billed for service on the

30th of that month. Some bills may be estimated and it will be indicated on the customer’s bill.

Customers that are using water and have not yet applied for service should be advised that meters are

being pulled at sites that have not yet signed up for service. If service is available in your subdivision and

you would like service reinstatement, you are required to submit a new application form prior to using

water. Once the meter is pulled it may take several days to have it re-installed. Please call the office at

(409) 296-3475 if you have any questions. (Please see “Applying for Water Service” below.)

DISTRICT HOLIDAY CLOSINGS

The District office will be closed December 25-26, 2008 for Christmas and January 1, 2009 for New Year’s

Day.

CUSTOMER SERVICE INSPECTIONS

All customers will be required to have a customer service inspection performed at their service location within

sixty (60) days of service restoration. This is a State requirement that requires us to ensure that no lead solder is

used in plumbing and that proper backflow prevention devices are in place where needed. For most residential

customers, an atmospheric vacuum breaker (AVB) is required on each hose bib to prevent backflow to the water

system. AVB’s can be purchased at any hardware store and they are available at the District office for $4.00

each. Please ensure that an AVB is installed on every hose bib at your home before the inspection is scheduled.

After service is restored to your home, you will be contacted by District personnel to schedule the inspection.

After the inspection is performed, you will be billed $50. (This fee includes $25 for the inspection and a $25 trip

fee).
Instead of having the District perform the customer service inspection, customers may prefer to use

a licensed inspector of their choice and submit the required form to the District. If using someone other

than District employees to perform the inspection, a copy of the inspector’s valid State license must be

submitted with the inspection form to the District or it will not be accepted. Customers can look at the

TCEQ’s website at
http://www.tceq.state.tx.us/nav/main/business_licensing.html to find licensed

inspectors in the area.

REPORTING WATER LEAKS

As we work to restore water service, valves are cracked open in areas and leaks are repaired. Should you see a

water leak, please call the District office at (409) 296-3475. Signs with the District telephone number are

located near the check point at Rollover Pass and near the District office in Crystal Beach. The District has a 24

hour answering service that will take a message and dispatch the information to District personnel. Your help

in reporting leaks is appreciated!

METER LOCATIONS

WE NEED YOUR HELP!
If you know where your water meter was located, please mark the location with a

flag or sign. Flags are available in a bucket near the front door at the District office in Winnie and in a bucket

near the front door at the District’s damaged office in Crystal Beach.

POLICY FOR RV’S AND FEMA TRAILERS

Please note that only one RV can be served by a residential meter. Also, a reduced tap fee is available for

customers that will require a new tap to serve a FEMA trailer. Please call the District office if you have

questions regarding these policies.

FILL STATION

The District will allow customers that have not yet had water service reinstated at their homes to fill containers

(up to 300 gallons) at fill stations on the days and times below. Proof of residency is required and can include a

driver’s license or a copy of a utility bill indicating your service address. (You are required to bring proof of

residency with you.)

Customers that plan on rebuilding do not need to disconnect water service. Customers that do not disconnect

service will not be charged for reinstallation when service is requested in the future. However, customers that

do request service disconnection at this time will be required to pay all applicable fees when future service is

requested. Customers will not receive a bill until water service is restored to their home.

APPLYING FOR WATER SERVICE

If the schedule indicates we are accepting applications from your area and you would like service restored as

soon as available, please complete a new service application and submit it to the District office (see location and

hours below). We will mail you a letter that includes a new service application and utility easement form once

they are being accepted from your area. The application and easement form must be completely filled out

(including the legal description of property) and must be notarized. Notaries are available at the office in

Winnie (524 FM 1406: next to the Winnie Feed and Supply Store). The application can be submitted to our

office by mail or dropped off in person. The application is also available on the Forms page of the District

website.

NOTE TO BEACH FRONT AND SECOND ROW HOME OWNERS

In some subdivisions the water lines had to be cut and capped at the first or second row from

the beach. This was the only way to expedite service restoration to the majority of homes in the

subdivision. If you notice that service is available to your subdivision and you are not sure if it

is available at your home, please call the District office at (409) 296-3475.

Although service is restored (or will soon be restored) to the subdivisions listed below, the

streets indicated do not/will not have water service available until a later date:

1. Singing Sands Subdivision: No service available on Tarpon Way.

2. Rancho Carribe Subdivision: No service is available to the last 4 houses on the east side

of Villa Drive.

3. Bluewater Subdivision (scheduled for December 11, 2008): No service will be available

on Bluewater Road.

4. Sandcastle Subdivision: No service available on Sandcastle Lane.

5. Lafitte’s Landing: No service available on Treasure Lane.

6. Emerald I: No service available on Emerald Drive.

7. Cloon: No service available on Lazy Lane (the service to Lazy Lane was an extension

from a water line in Emerald Beach I that no longer exists). Also, service is not available

on Gulf Road.

The deadline for completing SBA Applications has been extended until January 12th.  Don’t let anyone on Bolivar loose their eligibility by not submitting an application by this deadline.  The easiest way is to complete the on line application at https://disasterloan.sba.gov/ela and submit their 8821 Form.  They can also go to any Center, mail in their application or call 800-659-2955 if they need assistance.

 

Anyone needing assistance with preparation of financial statements or business plans as a part of their application should call our resource partners at the Small Business Development Centers:  Dave Mulcahey (409-839-3963) and Weldon Gibson (409-880-2367) in Beaumont or Linda Tait (409-984-6531) and Conrad Cooper (409-984-6531) in Port Arthur

Dan Siepert of Entergy:

Power is distributed all the way to Pt. Bolivar with over 1000 meters having power. Call 1-800- Entergy to process your meter applications.

 

Mike Alford of TX DOT:

They are doing the 2nd pass of Debris Removal on Hwy 87 and expect to be finished by Christmas. They are working with the GLO on Roll Over Bay to remove the debris north of Hwy 87 in the Bay Area. They plan to replace the Traffic signals on Hwy 87 by February.

 

Bill Melaney of TXDOT:

Ferry Update- They are carrying 2275 vehicles/day which is only ½ of the normal amount.

 

The meeting was moved from the Courthouse Annex because of the large number of people. Everyone met again at the Crenshaw Middle School and there was plenty of room for everyone.

 

Jennifer McKnight of BPSUD:

The next of work will be Crystal Beach Road. They are ahead of schedule by at least two days. If you need to reach them, call 409-296-3475. They are accepting applications for everyone with the exception of Gilchrest because of the additional work that must be completed in Gilchrest first. BOIL WATER IS STILL IN EFFECT.

 

Lee Cleveland, Superintendent of the Galveston ISD:

Crenshaw school held up better than any other school in Galveston County and they plan to reopen depending on the number of students who return. They will provide bussing if you can get your students to High Island.

 

Eddie Fisher, GLO:

He discussed the Emergency rules and said that the county is now accepting permits. The County Permits are considered a "Fast Permit." Another type of permit is a limited time period

of the 120 days but will extend those until March 13th.

Dunes: You will not be allowed to replace the dunes with a clay base after the March 13th deadline.

Elevation: Line of Vegetation is 4 ½ feet and is in place and marked.

GLO office: A temporary trailer will return in January for anyone who has GLO related questions. It will be the same location on Hwy 87 in the Chamber of Commerce parking lot.

 

John Gillin, GLO:

The GLO contracted with Crowder-Gulf Construction Company to do the Debris Removal for the beach area. They will continue to recycle the concrete.

Commissioner Pat Doyle:

The curfew is still in place on Bolivar Peninsula from 6am to 10pm, as is the Non-ariel fireworks ban and the Burn Ban. All of these will be lifted on January 3rd.

 

He discussed a phone conference that he and Judge Yarborogh just had and stated that Jerry Jones of FEMA asking for reimbursement support for debris removal. The goal is to leave Bolivar Peninsula clean by the end of the 1st quarter. Contact=409-770-5333.

 

Judge Jim Yarborogh:

The county will spend approximately $40,000,000 in Debris Removal from Hurricane Ike. 80% of the debris is on Bolivar Peninsula and is on private property. They need everyone to sign the forms allowing them access to their private property. May of it is in open fields and none of this is reimbursed by FEMA.

 

Long term goals are to have the County Annex open by the end of February. Other long term goals are to elevate hwy 87 and reroute is at High Island, along with a sewer plant. They plan to work with the GLO on beach renourishment. There are no plans to go back with the Geo-Tubes.

He stated that Galveston County is committed to reinvest & rebuild with the community.

Connie Nicholson, Emergency Management:

Galveston County activated the contract in October and have removed $9,000,000 in debris since that date. BECK, who is a disaster Relief Monitoring company will assist anyone with any disaster relief needs. They are located at the Courthouse Annex parking lot or call, 1-800-679-2325 with assistance on the paperwork.

Garrett Foskett, Galveston County:

Junk Vehicle Program is still in process. The County is not reimbursed for vehicle removal and they ask that if you are able to remove it yourself, please do so. Vehicles in the canals or other debris in the canals is considered as a "wet debris issue" and no determination has been made on who is responsible for removal.

 

Lee Crowder, Galveston County Road Dept:

Their job is to clear the roads, stock pile the sand to utilize it for later and to rebuild the washed out roads. This has been completed in Crystal Beach and they are now working on Gilchrest as they need proper drainage. They are working with NCS for possible drainage on the slews.

 

Freddie Poor, Sheriff Elect:

There is a lot of law enforcement on the Peninsula and he is available to talk to anyone with issues. Call 409-766-2498. He takes office January 1st. Ray Tullamino, =409-766-2369 or www.galvestonso.com. He will keep you posted as to what is going on in your neighborhood. William Comeaux, Constable Elect, will have a phone in place by Feb 1st.

 

Shawn Welch, Galveston Co Building Dept:

Call him @ 409-770-5552. He stated that the damage assessment before Ike was there were approximately 6000 house on the Peninsula and there are now only 2300. There are 107 house of Category I, which is little or no damage, 1801 Category II with small amount of damage, 402 Category III, possible structural damage and 3500 houses of Category IV of houses that are gone.

They sent out 4000 letters to Category III and IV homes stating the damage which may help with insurance questions.

 

Dunes require a permit thru his office.

 

Commissioner Doyle:

To clear up any questions, Crowder-Gulf doing the contract work on the beach for the GLO

WILL GO AROUND any existing dunes that have been built since the storm as long as they appear to be in compliance. This applies as long as there is no obvious debris, like commodes etc showing.

 

Marty____with the Galveston Co Health Dept:

They have permitted 1400 permits for electricity to houses. Call 409-938-2300 with any questions regarding this or septic tank questions.

 

Jerry Stoler of FEMA:

Housing issues were discussed. There is a possible site in High Island near the school, but they are waiting for approval. This would allow 85 units to be located on that site. The people who would qualify to live there would be Bolivar Peninsula residents. A Portable Waste Water Facility must arrive in January for leasing with the housing authority. Gregory Park is also being considered for another site, but the High Island site would have to be full before moving to Crystal Beach. THE DEADLINE TO REGISTER WITH FEMA IS JANUARY 10TH.

Purpose of the Grant:
To CLEAN DEBRIS for the underinsured, low income families, Seniors on limited funds and to help get our Bolivar Peninsula friends back into their peninsula homes, our community and churches.   This grant will have a positive affect on stablizing our peninsula children to our local community school.  
 
This is a global grant to help the people from High Island to Pt. Bolivar!

NOTE MEETING CHANGE: The next meeting of the District’s Board of Directors will be today, Tuesday, December 16, 2008 at 6:00 p.m. The meeting will be held at Crystal Beach Galveston County Annex Building

on Carl Noble Road and will immediately follow the meeting hosted by Galveston County.

Customers that plan on rebuilding do not need to disconnect water service. Customers that do not disconnect

service will not be charged for reinstallation when service is requested in the future. However, customers that

do request service disconnection at this time will be required to pay all applicable fees when future service is

requested. Customers will not receive a bill until water service is restored to their home.

APPLYING FOR WATER SERVICE

If the schedule indicates we are accepting applications from your area and you would like service restored as

soon as available, please complete a new service application and submit it to the District office (see location and

hours below). We will mail you a letter that includes a new service application and utility easement form once

they are being accepted from your area. The application and easement form must be completely filled out

(including the legal description of property) and must be notarized. Notaries are available at the office in

Winnie (524 FM 1406: next to the Winnie Feed and Supply Store). The application can be submitted to our

office by mail or dropped off in person. The application is also available on the Forms page of the District

website.

SHE CAN ALSO PROVIDE NOTARY SERVICE FOR YOUR APPLICATION. PLEASE ENSURE THE

APPLICATION AND EASEMENT FORM ARE COMPLETELY FILLED OUT, INCLUDING THE LEGAL

DESCRIPTION OF YOUR PROPERTY. LEGAL DESCRIPTIONS CAN BE OBTAINED ON THE

GALVESTON CENTRAL APPRAISAL DISTRICT WEBSITE AT WWW.GALVESTONCAD.ORG.

NOTE TO BEACH FRONT AND SECOND ROW HOME OWNERS

In some subdivisions the water lines had to be cut and capped at the first or second row from

the beach. This was the only way to expedite service restoration to the majority of homes in the

subdivision. If you notice that service is available to your subdivision and you are not sure if it

is available at your home, please call the District office at (409) 296-3475.

Although service is restored (or will soon be restored) to the subdivisions listed below, the

streets indicated do not/will not have water service available until a later date:

1. Singing Sands Subdivision: No service available on Tarpon Way.

2. Rancho Carribe Subdivision: No service is available to the last 4 houses on the east side

of Villa Drive.

3. Bluewater Subdivision (scheduled for December 11, 2008): No service will be available

on Gulfview and Bluewater Road.

4. Sandcastle Subdivision: No service available on Sandcastle Lane.

5. Lafitte’s Landing: No service available on Treasure Lane.

6. Emerald I: No service available on Emerald Drive.

7. Cloon: No service available on Lazy Lane (the service to Lazy Lane was an extension

from a water line in Emerald Beach I that no longer exists).
